Recognizing the importance of immigrants to Massachusetts and the value of English proficiency for immigrants’ advancement both economically and socially, the Boston Foundation and the Latino Legacy Fund commissioned a study to explore the region’s ESOL landscape and calculate the “return on investment” (ROI) of teaching English to speakers of other languages (ESOL). ESOL programs are an important component of adult education and a key piece of the federal Workforce Innovation and Opportunity Act—but what are the extent and effectiveness of ESOL offerings in Massachusetts?The study’s findings are shared in a report, and panelists from across key stakeholder communities will discuss its analysis and the issues and opportunities it may bring to the region’s economic, social and civic landscape.
